I think taming is aimed for endgame when you have your fort, big tribe, etc to defend them. Until them it's just a waste of time. If you are worried about progress, make a raft, hide it in the open sea and work from there. You can hide items underwater too, just mark the location.

No. It wouldn't be fair for those players who already progress. If you are already complaing about that you have never played with the chinese alpha tribes. They will control all the server in a matter of weeks no matter what you do.

I don't think that UE4 has that system. Coding and implenting it from scratch it's very improbable at the moment.
