The gather by hand perks don't work, ignore them

I have taken every skill that increases the effectiveness of feeding tames, and I still gain the same progress as before i took the skills. Example: Feeding a trapped horse at level 11 sugarcane grants me 2.1% taming progress without the skills. The same level 11 horse still only gains 2.1% progress after learning rank 3 of the taming skill.

yeah the patch hasn't done anything for the ships. i'm guessing they're still working on it

I have the same issue as you OP, my horse will not gain levels
