How to obtain Quality Items?

I'm curious how to obtain items of quality (Rare Epic Etc) I've tried leveling up my intel and learning the whole Construction Tree (Intel was at 208%) and still couldnt craft even a rare.

Does intel have any effect on item quality whatsoever? If not I’d say it’s either an incomplete mechanic or the really high quality stuff is limited to loot from treasure chests and maybe high level monsters... Just a guess though.

If i had to guess they copied the Ark crafting system which in order to get a higher quality item that's over 100% it needs to be from a blue print.  Even then it was random on the added % bonus you would get depending on the crafting skill you had.

To get better than primitive quality items you need a Blueprint or to get lucky and loot the pre-made item.

I believe the best way to get these is from shipwrecks/flotsam or the golden age area's but I could be wrong as it's still very early n the game and we are still figuring a lot of stuff out.
