Why the heck can we not claim land in lawless regions?

Seriously devs, what was the point of giving us lands if we cannot claim them freely? PLEASE allow us to claim lawless regions...Give us something to fight for and keep as our own.

They're classified as starter areas and are supposed to be free-for-all so people can build.  If they were claimable, nobody who doesn't already have a claim would be able to build anything at all because you can't build in Freeports.
