What affects Land Claim Size

I see most circles are the same size, but some are much larger, and it is clearly one circle, not overlapping claims.  What makes them larger?

I would like to know also. I do know you can place multiple claim flags down. Maybe they turn into a big claim??

I think there is something in a skill tree that allows you to take ownership of an island and tax other inhabitants.

Maybe it is due to the fact that docks take up some much water space, that when you plant a flag that covers water it gives you more lee way?

Yeah anyway to test this up, would also like to know how to make them larger. Wife was able to put 2 flags down 1 on beach one on a hill, both same size.
