I was able to fix it by logging out completely and then changing the home region to that sector.

I sailed through the F7 border wall into the G7 wall where instead of loading into my character on the boat it loaded me onto the Freeport and my fellow sailor says that my body is still manning the wheel. I've already lost a boat to being disconnected and then trying to spawn on the boat each instance of my body caused the boat to be over crewed and sink.
