Same issue here. I think I've been really unlucky with islands I've visited as most seem to have no fiber at this point. Mostly Eastern Temperate smaller islands.

Plants that used to give fiber no longer give fiber. On Eastern Temperate islands, if you hit the old bushes that used to give fiber - you get only Blackberries. The bamboo trees give a very very small amount of fiber but that's it for most of the islands. Same with the few plants that used to give fiber in the colder temperate islands. Have been going to freeport islands to load up on fiber since, for some reason, there is still fiber there.
