Only 150 people per tile/shard? How is this an MMO?

If you can't have more than 150 people visible to you in the world, how is this even an MMO?  Seems like false advertising.  Might be asking for a refund if this is true.

Supposedly, the starting island is instanced to 150 people but after leaving the island you can see everyone.

Many many many MMO's you will never see close to 150 ppl at once mate
