Why not put on a very high gold cost , Maybe 3,000 g at start, with a 24hrs cooldown it give 5 population expansion And each new upgrade multiplies the cost required by a factor of 4. And to purchase these upgrade you must travel to a freeport. so mega tribes would have to work toward a goal to increase pop size rather then zerg flood from day 1. and of course the limit would be 25 extra pop in additional to the base population.
