What's the deal with level ups on tames esp?

Noticed a few times now, if I have several level ups on an tame or crewman, possibly myself, not notice this tho, that the first point is always around twice the value of the rest.

So if I'm leveling a bear for example, the first point of health is worth 29 health points, the second is worth 19 and the third, fourth also 19.. if I level up 1 pt, then wait an unknown period, the first point is then also worth 29 health.. So what's the deal with this? What's the time period between getting the extra 10 pts or not? As this will seriously impact taming animals and leveling them up.

It's a visual bug. Even though it shows 29 when you put the level in it will only give you 19 (to use your numbers as examples).
