How to turn off claims at Freeport

Just brought up a dedicated server but players are able to claim territory at freeport is there a way to prevent this?

Adding bDontUseClaimFlags=True to game.ini will turn off claims flags.

However, NoClaimFlagDecayPeriodMultiplier doesn’t seem to do anything.  Has anyone been able to adjust the decay rate of structures in unclaimed areas?  How?

This does not solve say someone having a single grid with a freeport, and they custom added island. They want the islands to allow flag claiming, but limit to none on the freeport island. The setting is grid/serverwide. It is not smart enough to know freeport island vs a newly added island on the same grid.
