What is Animation Staggering? (Atlas Graphical Setting)

When going to the game's settings there is a graphical option called animation staggering. I'm wondering if anyone knows what this does and how will it effect performance. Thank you

Just a guess, but I would think it has something to do with either reducing the smoothness of animations, or limits some of the AI from moving.  Like instead of all of them moving all the time, some, just off center of your vision, don't move.  Limiting animations would increase framerates.
