What is a "lawless region" and why can't I claim land there?

My pal and I ventured south from L12 to L13. We tried to claim land there, but got an error message saying that we couldn't. Obviously, being able to claim land is pretty important, so we're moving on to K12 instead.

Can't claim land in the zones directly N,S,E, and W of Freeports seems like.  They're being used as extra spawn regions now.

Why though? I dont understand why you wouldn't be able to in these areas. It doesn't make sense to me and I'd love to hear more details and thoughts about it.

They're now classified as starter zones due to Freeport overcrowding, so claiming them would be a major hindrance to new players.

Makes sense. It sucks, but it makes sense. They need to give us a sleeping bag to use as a one time spawn point that can be used on the island. Until you've got enough to make a raft and a bed, dying is very punishing in a bad way.
