Fix the ticket submission

I'm not to report other players without trying to resolve things first but when people start to ruin the experience of new people who never played ATLAS before, that bothers me. The report player submission hasn't been working for a few days now and I hope someone who has anything to do with the company sees this and get's it resolved.

They stated awhile back that they weren’t supporting the ticket system anymore. They really don’t care what is going on in game.
