Why does any person can stop declaiming progress?

Why does any person can stop declaiming progress, but not just member of company who owns the land? It's almost impossible to declaim land on overpopulated areas. What a retarded system...

Need a small piece of land but every single dude just passing by resets the progress...

Again! Got 1 minute to declaim, one random dude just want to chop some trees, now it's 30 min again. Are the devs even trying to play what they create?

nope... seems that the Order process was

Copy, Paste, Break, Sale..... Wait for it ..... Wait for it...Pretend new game, say we are on it. and break it some more... Que White Knights... Make promise and fix something insignificant, progress proven..... Remain in Alpha for 2 years while claiming to be a AAA game... Sounds like a good roadmap. I wish they made them play on average internet connections with slightly sub par equipment......
