Why don't the sailors fix all the structures on the ship?

For what reason do the sailors not repair all the structures installed on the ship, but only repair the hull of the ship?

There is no logic in this.

I hate this and it’s stupid. If GS want to do something good, then they make sure they fix everything. 
 

It’s just a pain in the ass.
