I think this issue is just with the Freeports not fully loading you in. The texture LOD's don't even complete loading. I also have this "locked at 8fps" issue and no GPU utilization. It didn't happen in lawless zones though, just freeports. I can't get back online though regardless, as it's not possible to connect to the freeports anymore to die and switch home server.

Selecting the option for "change home server" from the death menu completely locks you out of any tile on the server. Now when I try to connection the main menu says Region: [null]. I'm able to play on other servers like EU, but can no longer reconnect to any NA zone tile servers.
