Disabling Freeports

Thanks. I think it might be an issue with our host. I change the values to false and restart the server, but everything reverts back to the original. -
Does anyone know of a method to disable the freeport function of a server, but keep the server itself? Currently we have 3 freeports, but only need 1 on our server.
