Also same issue. I can lay and stack floors on Land, but not in water, getting the "Too close to enemy foundation" message. Can't even add a submerged floor on top of an existing submerged floor already laid

Was hoping the "netsh winsock reset" method would work but it did not help. Work-around - get a new external IP. 1) Change your external IP on your ISP. 1a) Access your ISP modem (cable or fiber) See your ISP for instructions. 1b) Note down the current external IP address. 1c) Release the IP address. Wait a few minutes and renew it. Hopefully you'll get a different one. 2) Get and connect via a VPN client. This will present a new external IP to the server. I've had this problem with both the 10.0 and 11.0 version upgrades. A new external IP fixed it both times. I believe ultimately this is a server-side issue; where something is not being cleared with relation to the external IP when they upgrade the network software.

Last time with the V10 update, we resolved the issue by rebooting our router, which it turns out got us a new IP address. With V11 update, we had to use a VPN client to present a new local IP address to the server. It appears to me that the server-side is keeping our IP in some table which corrupts between version updates. The work-around is to get a different local IP. Ultimately they need to flush a routing table somewhere or find where the local IP is cached.

Likewise having same problem; Official server list is blank. Refreshing doesn't help. Troubleshooting: 1) Verified game files. - no luck. 2) Uninstalled and reinstalled game - no luck. 3) Rebooted - same thing. Unofficial servers are available and can be logged in to. Official servers don't show up at all.
