I am also having this problem, I have ship paths, spawns and discovery zones but not sure what else i could be missing.

What are you talking about? This whole forum is literally people asking questions and the community responding with our current findings and/or workarounds. Hop off your high horse and go back to the official servers if that is the case. No one here is demanding an answer from the devs with torches and pitchforks. We are finding answers ourselves, perhaps taking an actual look at the threads would clarify that for you.
