Can't see it from the pictures, but you have to make sure the water is not too shallow for the boat.

Im currently playing on EU-PVE and started on a lawless island. To clean the island a bit i went and destroyed some structures that are demolish allowed. I noticed that the shipyards timer do not reset. A tribe was building a galleon, they were online but the timer on the yard only had 45 minutes left. Is this a bug?
