Currently, just witnessed this go down after patch 7.0, A clan was encumbering themselves and getting on new players rafts as well as moored players rafts to raise their encumbrance as well as build containers on their rafts to fill with stone and sink them. I know why the encumbrance should be a thing but encumbrance damage in free port also needs to be address so that this doesn't become widespread.
