Nevermind I figured it out, that one area has 3 land claim flags Once you have two, it does two bubbles, but once you put a 3rd one in it expands to a circle the size of all 3 land claim's edges

I was sailing by an Island and I noticed one group's land claim size was WAY bigger than everyone elses... why is this? I attached an image of the HUGE land claim
