Sorry to double post but, I have solved this issue on my own. Since I'm not a total butthead, I'll share how it fixed it. I simply gave the Epic Launcher Admin Privs in Windows 11. That's all it took. Anyone else having this problem, Your Welcome.

Considering all things that has happened in the last few days, I don't expect an answer to this as at this point, I have been trying to figure things out completely on my own, but this, I need to know. I have been spending nearly TEN days trying to install the Epic Games Atlas Mod Kit ONLY for it to go from 'Installing' to 'Verifying' to 'Preparing' BACK TO 'Downloading' BACK TO 'Downloading' BACK TO 'Installing' BACK TO 'Verifying' and so on. So pardon me if I am a little frustrated from not getting any answers and because I seem to be in this loop on a hard drive that has nothing else but the Atlas mod kit. The SDD is 1 TB big. It is a .M2 drive. I need to know if this is normal or if I need to do a new clean download, because it is a PAIN in the butt to tell Epic Games Launcher to MANUALLY resume.

So I am attempting to make a custom map for a server I'm trying to help some friends run. However, I've been running into issues that doing a simple Google search does not help with since there seems to be so little HELPFUL information out there and if there's any, it's VASTLY outdated. One of the issues I am running into right now is the fact that one of the starter islands is not having it's plants give the right materials. A good example of this while holding down the 'H' key to see what it would drop displays wild rice and rice seeds. When harvested it instead gives Wild greens and no seeds and some fibers. As it is, it's a miracle that the map 'works' with some major bugs.
