Howdy. It is not intuitive. You create multiple pipe versions for the one recipe. You switch versions of the pipes by clicking the "T" key to rotate through them. The tap does not indicate water flowing (yet) out of it, but you know it functions if you can drink from it. You can also open the tap and fill water bags. You have 20 seconds after placement to pickup, after that you can only demolish.
