A level up on banks to offer ship builder's insurance

It would be great if banks could level up after they gather a certain number of resources so you can offer new financial products such as ship builder's insurance. Some ways this might work: 

1. when any company player loses a ship they get a payout if they've opted into insurance but it will cost you 1 gold a day to opt in (the insurance "cost" can get paid into a fund that will do payouts on loss)

2. others could pay into your bank to recover their ship if you've activated this option and they lose their ship on your ocean claim
