Whats wrong with the spawns right now ? and animals getting stuck in foundations.

Server restart and this alone horse 

Thought it was a good idea to make a pen with pillars and ceilings so if an animal fell threw the ceilings it would land on the ground(instead of getting stuck in foundations.. yet wild animals have been spawning in there aswell.. 

Also wild animals are spawning INSIDE OUR TOWERS ??! 

I played 5k hours in Ark aswell and anytime you render an area no dino's would spawn, also foundations would stop spawns of dino's and resources. This game is so backwards for this thought process. Animals will spawn anywhere at anytime, right on top of you even! If you live in lawless region you can build right on top of resources with  foundations and that resource will grow  right threw the foundation. 

Is this an issue ? Or  is this working as intended ?
