Seeing blue construction placement under water

So I don't know if this is just me, or if it happens to everyone but when I try to build something underwater if I'm standing in like knee deep water I can't see the blue outline of it unless I'm under water.

So for example, if I have a floor down and I go to place a wall the part of the blue yet to be placed wall that's under water is invisible and the part above water isn't. Just wondering if there's a setting or something that will fix that.
