Lawless Zone Designation

I run a 4x4 server from Gportal. Every island on the map is in a lawless zone and thus no claim flag can be placed. Thus I am trying to fix this as living in the lawless zones is not optimal. I want to have a bed in my base and normal decay rates. So my question is.....are lawless zones designated by grid? by island? How is a lawless zone designated in the server grid editor? Is there a setting that affects the lawless zones? I already have bdisableclaimflags=true in the appropriate ini files. Am I incorrect in thinking that I want to live in a non-lawless zone?
