Stupid NPCs shooting cannons at tuna

WTF? I get off the wheel and they start shooting at fish in the water. 

They shot at fish while we were in port and almost sunk another company ship. What settings do I need these idiots or cannons on to ensure they only shoot at ghost ships?

make them target your target or ships, otherwise they seem to go happy nuts after anything , i would set them for your target only if you are npc hunting
