My pal and I moved from L12 to L13 to settle on one of the snowy islands, but can't claim land there. What gives? (NA-PVE)

They are temp spawn zones for patch 4.0, to help with start zone congestion

thats not true at all, this is before the patch

It's actually true, they have already designated the immediate areas around the spawn zones as overflows.
