"Too many structures on this platform" Any fixes?

I am hosting a non-dedicated server for myself and two other people, we are trying to build our Galleon but we are getting the "Too many structures on this platform" error. I tried to increase the platform structure to 99 both in game and through the files. Anything I could be missing?

How much do you have on it? Have you gone over the hard limit?

Is the galleon parked in a place with a lot of structures?
