Shipyard blueprints, do they effect the quality of the ships produced?

So when searching flotsam, our crew pulled in a higher quality small ship yard with 134% quality. If we were to build one of these docks, would the ships that we produce here be of a greater quality than the ones that we would make at a common ship yard?

Does the BP:

increase shipyard HP?

or

increase quality of ships built at it?

or

something else?
