I added "-AlwaysActiveFountainsOfYouth" to my server command line options and verified that it is active and persistent in a cave on Mnt_X_WR_PVE.  This option should cause it to spawn in every valid location.  I didn't need to summon it after a restart.

On another side note it makes sense to me that there should be a simple command to reset age of a player on a private server but I haven't found it yet.

As far as I know it only works on a powerstone island and only in the correct location (in a cave).  If you spawn it anywhere else it shows up briefly and disappears.

I attached a pic of my highest level tame which is about to hit 197.  Something on my end is different but the only things I changed when this started working for me are the experience cap and the level ramps.  I can't find any other relevant settings but I've also attached my other config files in case anyone can find something I missed.

Edit: I just noticed an oddity.  I have a tiger I managed to tame at level 179 that isn't gaining xp.

My host (survivalservers) automatically updates the individual Game.ini in ShooterGame/Saved/Config/WindowsServer/ in each server when I make changes.  I have 200 levels with the last one requiring 6.5 million experience and OverrideMaxExperiencePointsDino set to 90 million.

Have you set OverrideMaxExperiencePointsDino?  I've only changed that and the ExperiencePointsForLevel ramps and I've got bears in the 170+ range that are still gaining levels.
