There is not an ini arg, but it's easy to make it on the dev kit.

A tavern, like a building or a furniture that have a radius (can't be put in a ship) and reduce crew pay roll about 50%.
When crew are inside the radius, they use the drink animation and drunk bubbles effect

Maybe you can run 20-30 grids depending of nº of players, official server is 255 grids. If you have 4 servers 20-30 x4.

I think islandpoints refers to settle mode, not the flag limit itself
