I would assume that's the case! I don't know any details about MBNet, but I've used ewallets before and everything has been returned with no issues.
If it's from pre-purchased cards they would probably add the cash amount directly to your steam account - but if its an actual wallet / bank it goes to it.

It goes through the same payment method as you used. I had no issue with it at least.
Usually, same time as a usual bank transfer - took 3 days with mine from previous purchases.

People need to see this as a lot of them are having this issue - hope it works for everyone!

They are processing a lot of payments, either way, you can wait or you can cancel and buy the game again.

It's an MMO so don't think they will allow dedicated servers (yet atleast). I haven't seen any information about this.

Patience, it seems like a lot of people had success buying it from the browser instead of steam app. 
Hopefully it will be available soon for everyone!

32GB flat from my side at least. Haven't had the launcher yet so not sure what is additionally required. 

This is normal actually when it comes to steam - if you look at any CD key website they have a different price on the CIS region instead of worldwide. They can probably do something about this but as it was just released it's highly unlikely they would have region specific prices in place. 

Here is how I managed: 

1 - Try buying it in steam from browser, not app 
2 - If it doesn't work, attempt to buy if you have a VPN as it might be dependent on where you are located.

Honestly I don't think they are aware of it, they have the base foundation up for newly released games. In this case there was a lot of influencers who had access to it a bit early which upped the load a lot more! 

Hard to predict and scale the prediciton in this case, but I hope everyone will be able to make the purchase soon!

EDIT:

As said previously Valve has stated they don't like games released on weekend probably to the lack of resources available to scale these things.

Yeah money isn't the problem at all! Just wanted some clarification at least as the release was done in a weird way - but as stated previously they might not be able to do the release with the discount. 

If the €5 helps the devs a bit more even though Steam takes a cut, so be it!

There is a lot of people trying to buy it and servers might be overloaded... Everyone who managed to purchase it was like 1 second after it was released. Keep trying and you will be able to buy it

Just refreshed to buy the game from steam and it seemed like it was released without the discount at first and added right after. 
Seems a bit weird how that could have been done? 17% percent off right after, maybe the price of being the first to purchase?
