Who cares about the glitches or possible exploits, as long as the servers aren't crashing every 20 minutes you need to put the PTR up. Even private servers know you can't announce a wipe this far in advance because people lose motivation and move on to the next server (or game in this case).
Start us all at level 10. Let us build ships and play around with the new skills/mechanics. Wipe it every couple of a days or whenever you need to. You'll get all kinds of PVP as people scramble to make whatever they can in the short time they have. This would be very valuable data to have before you release the final version and your playerbase will be more likely to stick around.
