Haven't played in months, but once your anchor is green then this should not be possible by any method or wasn't before the new map.  Still doesn't stop someone doing it to you as soon as you hit port.  Less likely to happen at sea since they have to carry the bodies or weight on their own ship first.

Yes it is and has been.  I left this game almost 6 months ago and the same bug was in it then.  You could work around it by waiting for a storm and for some reason you can place the structure when the higher waves pass the bisector line of the object you placing.  Did not matter if the waves expose land or not.   Not sure if that works now.  Really disheartened to see this is still an issue.
