Ability to change access rank

It should be possible to change the rank of access was available to everyone not only for the admin. In the case when someone has a access rank 5, they should be able to change access ranks in the range from 1-5 without having  an admin.

Frankly, they need to remove the access ranks portion. Just give us separate ranks that we can give people. Allow us to set what each rank can do and not do.
