Maybe should they separate political and personal ownership

Unless you live in North Korea does the government not own your land, they only have political power over it. Maybe could separating personal and political ownership solve the current land claim issues.

Everyone get's one personal ownership claim(maybe smaller then the current claims). This can't be contested on PVE and takes a LONG time to contest on PVP unless you destroy all enemy buildings.

Big companies can claim political ownership, this does NOT give personal ownership nor the right to build. It only gives the ability to set taxation and laws. On PVE servers could you even have democratic political ownership: each X time is political leader elected by inhabitants of an island. 

Some mechanism should reward big companies with many inhabitants who are NOT company members(or allies).
