No Ghost Ships near border wall!

I just spent HOURS crossing the map to get seeds for my company. I was literally a single region away, transferring in. After it loaded in a galleon ship of the damned was side on to me. I sank before I could do anything. The NPC ships should not be close to the borders, we should have enough time to see them and react.
