In a few weeks you won't be able to start the game (implying puting a new claim) without having to claim somewhere already claimed by someone who might be in a big alliance alerting him and his company who will come prevent you from starting the game. Another idea might be to remove overtime claims where nothing is built, like after a few days or so. For now it is still possible to start anew without knowing anyone on the game, but nut players will be blocked by this claim system and might not be able to enjoy even the beginning of the game.
