I found a solution! Hold N while on steering wheel. Then all crewmembers will appear, but they are aggressive. At least your ship isnt bugged anymore.

After the Server we were playing on crashed while we were on sea, nearly all of our crew members that were manned at the cannons vanished. The cannons are still manned, but cannot be used or demolished. Now our entire galleon is useless and we cant do anything. Pls fix this gamebreaking bug asap.
