I went and logged in today after the V10 patch and come to find out i was Level 1 again. It stated i have 10 Skill points but still was level 1. I was Level 10 before the patch so i am a little unsure what happened. I logged off and back in and same thing. Being a bit annoyed, i decided to change region so i started new. Figured might as well seeing how i was level 1 anyways.

It looks like they changed some of the branches again with V10? Or at least what is connected to what?

Of course for some reason i was thinking of clearing cache and SSL state but remembered it "shouldn't" be web based but alot of token applications use the IE cache regardless. Longshot and probably nothing. Just thinking outloud. I am intrigued why it works in VPN but not normal. Unless it is a gateway hiccup issue. VPN uses a different gateway or the ISP firewall got engaged?

Did you try releasing and getting a new IP address from the Fiber Line? Maybe IP related?

Now that they are established on the NA and EU server, you expect them to "pack up and leave" if they setup an Oceania set. Hell, i would probably go play on the Oceania servers just because its not 100% claimed and i have a chance of getting an island. They can keep the NA server they abused
