I've put 6 cannons in large gunports so far in the places it would let me, but I can't put them in other large gunports See picture below

This is very odd to see, that a galleon, which has 6 decks total, will not allow any large cannons to be placed below the Captain's Deck which is the 2nd deck from top to bottom. Is this intended, or is this a glitch? Do other galleon owners have this issue too? Note: This has been happening since the ship has been in the shipyard. Even after sailing around for a bit and anchoring it, it still gives off the message in the pictures. Hopefully this isn't intended, as that would be really, really unusual. Devs, if you see this, if this is unintended, please fix whenever possible.
