cant place shipyard , there is no pillers , but the island owner can place shipyard any ideas why

ive looked everywhere , even the island owners have looked , the only post i can see is a good bit away that shouldnt be the issue

im on someone settlement , ive built a base but when i try placing anything in the water it says too close to enemy , but there is nothing around , is this a bug or is this a settlement setting so i need to buy ships from the owner of the island?

it would make it easier for the not tamers to collect at the start of the game aswell

cant connect guys loads of other people saying there server down too
