I was having the same issue until I turned my VPN on, I connected immediately and haven't had a problem since, so long as I keep the VPN on. With it off, I'm also still getting "Joining Failed Connection Timeout" errors. It might be worth a shot if you haven't tried it yet.

For anyone still having this problem, I fixed it by using a VPN. Connection constantly timing out, so I turned my VPN on out of curiosity and Steam gave me a message stating that the cloud data was not synced. I clicked "launch game anyway" and I was able to connect immediately to my old server. If it matters, I used Chicago as the region for my VPN. This may or may not fix it for you, but it did for me.

Having the same problems. I was playing fine around noon EST on Sunday, but after one of the patches I'm no longer able to login to any official server. After picking a server, it says "Joining Server x" in white text at the center of the screen for 20-30 seconds before getting the Connection Timeout error. I haven't had any luck at all getting into any official server for the past 14 hours, I've validated file integrity, reinstalled the game, and even reinstalled Steam with no luck. This is still an issue as of version 5.9. If it helps, I AM able to connect to the unofficial servers just fine.
