almost every time i enter in the game my skills are locked but i still got the level. I was resolving this problem by Respec my points but this time it doesn't even let me Respec them

How to say i can see the ocean how it rubber banding and i don't have a problem swimming in it but when i'm with the ship i can't travel with it very well. i don't have problem with islands or my character it just the ocean rubber banding and i cant travel very well with my ship
