Is it possible, on a private PVE server, to change the delay time in being able to pick up a structural piece from 30 seconds to a longer time or even infinitely?

Can you lay down a foundation off the beach and place a shipyard on it? I was thinking maybe that would be a way to avoid having ships go boom when releasing them. Just curious.
