Try changing steams download server to a different one in settings, with lower population. May end up being faster even if further away. Iceland, Greenland, Faroe Islands maybe lol

When do the servers actually come online, its not showing any.

If still struggling, add another game to Cart first, find lowest. that worked for mate. Mine went in fine without after just refreshing cart.
